Justworks
PEO platform with payroll, benefits, and compliance
What it does
Justworks is a PEO (Professional Employer Organization) that provides payroll, benefits, HR support, and compliance for small-to-mid businesses. As a PEO, Justworks becomes the "co-employer" of record - the customer's staff are technically Justworks employees for tax and benefits purposes. This unlocks access to large-group health insurance rates (better than a small business could buy alone), simpler multi-state compliance, and hands-off tax filing. It is popular with venture-backed startups that want great benefits without hiring a full HR function.

Key features
Integrates with
QuickBooks, Xero, Slack
Who this fits
- Venture-backed startups and growing B2B SaaS (10-500 employees)
- Consulting, agencies, and professional services with distributed W-2 teams
- Multi-state remote employers who want one entity handling registrations
- Companies where offering top-tier health insurance is a hiring lever
- Founders who value hands-off compliance and are okay with the PEO co-employment model
Who it does NOT fit
- Solo founders or 1-3 person teams (PEO overhead is not justified; use Gusto)
- Businesses that already have a strong broker relationship and prefer their own group plan
- Companies uncomfortable with the co-employer arrangement (control of some HR decisions is shared)
- Very small budgets - Justworks is not cheap per employee
- Enterprises 500+ that need custom HRIS features (Rippling, Workday, or ADP Enterprise)
- Trades and blue-collar with heavy workers comp exposure that Justworks may under-serve
Pricing
Real gotchas
- PEO co-employment can create issues on state tax accounts and unemployment insurance rates when entering and exiting. Multiple threads on r/startups and Kaggle-style CFO forums document that leaving a PEO can reset a company's SUI rate for a year. Confirm the state-level implications with a CPA before signing
- Health insurance is administered through the PEO's master policy - if the client leaves Justworks, they lose that plan and must find a new one
- Payroll UI is clean but reporting is not as deep as Rippling
- Time tracking is basic; most clients pair with When I Work, Deputy, or Homebase
- International hiring is limited - Justworks acquired Via to help with EOR but the international story is still lighter than Deel
- The Basic tier does not include health insurance access - only Plus does. Buyers often miss this

Otto’s take on this tool
Recommend Justworks when: user is a growing B2B SaaS, agency, or consulting firm with 10-500 W-2 employees, wants strong benefits without an HR hire, and is comfortable with the PEO model. Pairs with QuickBooks, Guideline or Human Interest 401k, and time-tracking (Deputy, When I Work). Do NOT recommend for solo founders (Gusto), for teams already sold on their own broker relationship, for the smallest budgets, for enterprises needing full HRIS customization (Rippling or Workday), or for trades with heavy workers comp exposure that a PEO may not underwrite well. Flag the PEO exit / SUI reset risk with a CPA before signing.
